新上任的財政大臣Kwasi Kwarteng提出最新的方案名為Mini Budget，以減稅來表明政府對救市的決心。以下是Mini Budget內的幾項重要的宣佈：

Income tax cuts 減低入息稅

  • 年薪超過 £150,000將被徵收45%的額外稅項，取消
  • 年收入超過£50,271將被徵收40%的額外稅項，不變
  • 由現時起至2023年4日，最低的入息稅，由20%減至19%

**以上稅項變動主要適用於英格蘭、威爾斯和北愛爾蘭。

National insurance 國民保險費

Kwasi Kwarteng確認上一任財政大臣提升了國民保險費1.25%，將會由11月6日起被取消。

Bankers’ bonuses 銀行家的獎金

之前對銀行家的獎金設立了上限，讓很多只領取底薪的一眾經紀嚇跑，從英國轉去歐洲其他國家發展。因此Kwasi Kwarteng在會上確認，獎金上限的規定將會被取消，以確保英國金融中心的領先地位。

Business tax cuts 減低企業稅

Kwasi Kwarteng表示之前說好，明年的英國企業稅由19%增加至25%會被取消，將能為經濟注入£190億英鎊。公司能利用節省了的企業稅再投資、創造就業機會、提高工資或支持員工的退休金供款。

Stamp duty 印花稅

  • 原先房價的首£125,000 以下的樓宇是無需繳納印花稅，現時增加至£250,000。
  • 首次購房者（first-time buyers），原先房價的首£300,000 以下的樓宇是無需繳納印花稅 ，現增加至 £425,000。
  • 首次購房者（first-time buyers）的額外印花稅減免由 房價£500,000 增加 £625,000。

Strikes legislation 罷工立法

政府將決定立法，解決過於“激進”的工會行動，將通過收緊罷工的規定，來保持社會運作和秩序，例如交通工具罷工期間，必須保持最低的服務水平。並要求工會必須招集成員就加薪建議投票，待談判真正破裂後才能召集罷工行動。
