首相志願把英國全面帶入電車時代，打算在2030年棄用汽油車（包括汽油或柴油）。為了讓計劃更順利，政府宣佈英格蘭將會立例強制，建築商必須為新興建的房屋安裝電車充電器。這表示在明年起購買新房屋的業主們，均可獲得配置有汽車充電器的新屋。

還有以下情況同樣必須為地點安裝電車充電器：

  • 新興建的超級市場
  • 新興建的商場
  • 新興建的辦公大樓
  • 翻新的樓宇 或 建築物

估計新法例推出後，可為英國每年增加14萬5千個汽車充電器。

但工黨批評該法例對低收入家庭在換電車上沒有有任何幫助，很難達至全民使用電車。內閣大臣表示該法例通過後，能讓市民更容易找充電點。政府還會引入更多新型快速充電器和電子付款系統，相信能逐漸取代汽油被廣泛使用。

現時全英格蘭只有25,000個充電點，『Competition and Markets Authority』指英國想要推行全民電車的話，必須在2030年之前建立現時10倍的充電點。
