政府的『The Government’s First Home Scheme』正式啟動，今日首個樓盤在英格蘭East Midlands的 Bolsover以7折的價格向首次置業者發售。
什麼是 First Homes Scheme？
近半年樓價急升，政府期望能協助居民更易上車置業，因而推出該計劃。這計劃是適用於任何英國地區的樓宇/樓房，以市價的（至少）7折折扣購買，讓當地居民可以在居住已久和熟悉的城市內安居和置業。除了首次置業者外，特定職業的居民亦可享有折扣優惠，例如：
- Serving members and veterans of the Armed Forces 現役或退役軍人
- Key workers 重點工人，例如：醫護人員、老師、警察等
各市政府可視乎情況和需求，來提供更高折扣（最多5折）。而獲折扣的居民出售樓房時，該折扣將被傳承下去，讓更多人可上車置業。
First Homes Scheme 是如何運作？
假設：房屋的市價是£300k，First Homes折扣為7折（30%off），合資格者可以以£210k的價格購買。以該價格向銀行貸款，能減低支付首期壓力，令居民更易上車置業。
但如果打算換樓而出售該單位，亦需要以7折價格（以當時市價）向合資格者出售，將折扣傳承下去。
例子：假設當時的7折價格為£210k，並在2年後出售，而最新的市價升為£350k，7折出售給合資格者的價格將會是£245k。
雖然有7折的折扣，但折扣還是有上限的，最高的房屋價格：
- 倫敦 – £420,000
- 倫敦以外地區 – £250,000
什麼人能合資格？
你須要配合以下條件：
- 首次置業者 – 從未在英國境內購買物業的人士
- 倫敦居民，總家庭收入不能高於 £90,000
- 倫敦以外城市的居民，總家庭收入不能高於£80,000
- 申請者必須已在當地城市居住、工作，或有其他聯繫，例如：有親人在該城市居住
- 申請者購買的物業必須是自住，不可是Buy to let 或 Holiday housing
**各市政府對當地的申請條件有差別，須查詢確認
First Home的合資格人士除了可獲最少7折購買房屋外，還可同時申請政府的『95% Mortgages』計劃，首次置業者可以以5%的首期申請置業貸款，現時認可和接受申請『95% Mortgages』計劃的銀行有：
- Chorley Building Society
- Darlington Building Society
- Halifax
- Leeds Building Society
- Mansfield Building Society
- Nationwide Building Society
- Newcastle Building Society

Hi Sam, this scheme will be executed and decided by local government, I will advise you contact your local council for more information.
There is another crucial element, whether you qualify to take out loans by the relevant bank and building society.
