英國的教育界一直欠缺人手，學校經常有教師不足的問題。雖然很多市政府都提供資助和課堂，希望藉此增加入行人數，但仍未曾解決缺人的問題。教育部 (DfE) 正計劃改變方針，試圖向海外教師入手，打算給予他們『合格教師身份 Qualified teacher status』，讓他們在英國任職教師。
Qualified teacher status 合格教師身份
在英國，法例上必須先獲取QTS合格教師身份才可正式任教，但該法例並非適用於所有類型的學校。
必須持有QTS才可任教的學校
一般為地區政府撥款和監督的學校，這些學校包括：
- 社區學校 或 自願被監控的學校
- 由市政府為學校提供工作人員
- 由市政府安排學生派位
- 由基金或志願性資助的學校
- 由學校本身自行僱用員工 和 負責招生
無須QTS也可任教的學校
- 在公立學校的系統內
- Academy schools 學院
- Free schools 免費學校
- 在公立學校系統以外
- Private schools 私立學校
- Independent schools 獨立學校
吸納海外的教育專才
一般來說，要正式獲取QTS認可是必須通過合資格的培訓，並由培訓導師評估和認可才可以獲得QTS資格。但為了增加教師人手，教育部 (DfE)宣佈將放寬條件，接納全球國家的合資格教師獲取QTS，讓本身在國外任教的老師更容易得到QTS，到英國教書和生活。
初步規劃
教育部 (DfE)將根據老師每一份的證書 和 教書經驗來評估，標準如下：
- 擁有與英國學士學位（bachelor’s degree）相等的相關的本科學位（undergraduate degree）
- 曾完成教師培訓，培訓必須與英國的initial teacher training course 的標準相同
- 已獲得至少一年的專業教師經驗
- 擁有與英國GCSE 數學4級的相等水平成績
- 想在小學任教，除了數學還需要GCSE 科學4級的相等水平成績
- 證明具有至少 CEFR B2 水平的英語（來自說英語的國家 或獲得英語學士學位除外）
- 合資格的國家/地區內，已擁有教師所需的專業地位，而該地位是不受任何條件限制的
正式的具體內容將在2022年秋季公佈。該計劃將在2023年初正式推行。
