昨日2月3日，英國財政大臣Rishi在議會上公佈的預算案派錢，但昨日悲多於喜，更被傳媒指是『Black Thursday 黑色星期四』。
財政大臣派錢
議會上財政大臣公佈將會派錢，將會在4月份向市民發放一次性的折扣 – £200能源折扣 和 £150 Council tax回扣，總數£350來幫助市民渡過今年經濟上的困難。
能源費用折扣 – £200
所有英國得住戶，將會在10月份的能源收費單內，收到一筆£200的折扣。聽起來很不錯，但事實這筆折扣是需要償還的。財政大臣指市民需要由2023年起，每年£40，分為5年的償還折扣給能源公司。
回扣£150 – 80% 住戶能獲受惠
每戶居住在英格蘭 Bands A 至 D的Council Tax 納稅人，均可獲得一筆£150。這筆回扣的金額是無須歸還的，總算是預算案內最好的計劃。每個市政府將會接收1.5億英鎊，各自設定和規劃發放回扣的細節。
能源價格上限增加50%
好啦！聽完派錢的好消息，便到壞消息！
同樣在昨天2月3日，Ofgem 能源市場監管機構公佈，能源價格的上限由4月起加價，將會增加£693（50%），即表示能源公司可以向每位用戶收取最多每年£1971。市民將要面對每月增加接近£60的升幅加價。
能源公司蝕錢
今次的價格上限上升，主要是能源公司入不敷支。根據Ofgem提供的數據顯示，能源公司在接近一半的收入是花費在能源批發公司，加上其他供應連接、維修、行政費用、環境保育等費用，平均每個客戶便蝕£10。
Fixed term用戶暫不受影響
假如你本身是固定價格（Fixed Term）的合約用戶，你可以暫且放心，這個價格上限只適用於沒有綁定合約的用戶。但據說，在能源公司關閉潮的影響下，現有的能源公司已暫停接收新的固定價格合約用戶，因此未知原有的用戶可否順利續約。
