英國法例上，早已禁止駕駛者在駕駛時使用手提電話通話或發短訊（緊急情況除外）。隨著電子產品的科技越來越發達，手提電話不再只是用作通話或發短訊，還可以拍照、玩遊戲、查看資訊，而其他手提電子產品亦越來越輕巧細小，隨手可用，所以法例也不得不跟隨潮流而改變。
現時越來越多駕駛者在等候紅綠燈時 或 塞車時拎起電話看東西、Selfie自拍，駕駛者不以為意，往往意外就這樣發生。因此英國政府正式立例，由2022年起所有駕駛者將被禁止在駕駛時使用任何『Hand-held devices 手提電子產品』用作拍照或玩遊戲，違者可被罰£200 和 扣6分。
運輸處局長Grant Shapps表示，因手持電子產品而受傷或死亡的交通意外增加，他認為有必要隨著科技發展，對現時法例作出適當的變更，以確保路面的安全。
雖然法例將由明年才正式開始生效，但現時警察仍可以以危險駕駛罪，對使用手提電子產品的駕駛者作出起訴。
有一些情況是不受新法例影響：
- 使用免提電話通話
- 使用導航功能
- 使用電話contactless payment免接觸支付（drive-thru）
