這個月頭（12月份）交通運輸局在議會上提出新的文案，指現時的Highway code有漏洞，必須更改以確保單車使用者、行人 和 騎馬人士在公路上的安全。
當文案在議會內提出並經過 40 個議會的審查和討論後，便會正式成為法例。因此Highway Code將會在下個月正式成為法例，各位要注意！

今次要改動和加入的內容分為3個部份：
- 『Rule H』- Hierarchy of road users 道路使用者等級制度
- 『Rule 163』 – Overtaking 越過其他車輛的規矩
- 『Rule 239』- Dutch Reach Technique 開車門的技巧
Hierarchy of road users 道路使用者等級制度
這項新例『道路使用者等級制度』，將會把路面上的使用者分為高低等級：
較易受傷或脆弱者為最高等級，必須受到最大保障的人群；較低等級在道路上行駛時，必須為較脆弱者負最大責任，在駕駛時考慮到他們，並保障他們的安全。
等級的高低：
在Rule H 中還細分兩個類別來說明出一些重點，Rule H2：
- 在路口時，必須先讓在道路上等待過馬路的行人先行
- 必須先讓班馬線zebra crossing上的行人先行 （Rule 195）
- 必須先讓平均路線parallel crossing上的騎單車人士和行人先行（Rule 195）
- 行人在斑馬線、平行路線或行人綠燈時的路口有優先權
- 應該先讓路給等待過斑馬線的行人，或等待穿過平行路線的行人和騎單車人士
- 騎單車者和騎馬者都必須先讓行人先行
- 只有行人能使用行人道路，行人指包括輪椅和電動輪椅
- 行人有權使用任何道路，包括單車徑（除非該道路已列明禁止行人）
還有以下Rule H3:
- 當你將要 或 正在轉入路口或改變方向或道路時，不應向騎單車者、騎馬者 或 拉馬車者 爬頭
- 當有騎單車者、騎馬者 或 拉馬車者 在你的附近，而你正打算轉入路口或改變方向或道路時，應當停車讓他們先過
- 在以下情況，如有必要請停車讓路 或 保留安全的空間給騎單車者：
- 當接近、通過或離開交叉路口時
- 當騎單車者在靜止、在車流旁邊緩慢地移動和經過 或 在等待交通燈時
- 在迥旋處行駛時
Rule 163 – Overtaking 越過其他車輛的規矩
Rule 163 主要是說明當汽車越過其他車輛時的規矩。規例內加入和仔細說明一些狀況：
- 當車龍行駛緩慢時，必須保持在車龍內，不要隨意越過車龍
- 如果你右邊的車龍比你慢，你可以從左邊的車道越過車龍
- 騎單車者在你的右側或左側，緩慢地移動 或 等待交通燈時，駕駛者必須謹慎留意騎單車者的動向
- 而騎單車者亦應要小心穿過車輛，因為駕駛者有機會看不到
- 當駕駛者越過大型車輛時，必須觀察和考慮安全才可超車，因為大型車輛的司機有機會看不到
Rule 239 – Dutch Reach Technique 開車門的技巧
在文案內提及到會加入『Dutch Reach technique』，Dutch Reach 在 70 年代起已在荷蘭廣泛被使用， 主要目的是防止騎單車的人（和行人）在經過停放路邊的汽車開門時被車門撞到。
使用Dutch Reach方法開門，必須用距離門把較遠的手開門，這樣在開門時你的身體會傾向側面，能注意後方的情況，讓意外發生的機會減低。
