政府一直關注房地產的發展，英國的發展商在一線城市大多以建築全新樓宇為主，並以leasehold（沒有土地擁有權）的方式出售，每年向業主徵收土地的租賃費用不段攀升，令業主們每年多花幾千英鎊在土地租賃費用上。
今日6月30日起有重大的變化，對業主或租戶有很大的影響。政府將改革地租的條例，大多數的新建樓宇或房屋（Leasehold）將被禁止收取地租。這只是政府改革的第一步，希望能創造更公平的住房制度和安居樂業的機會。
地租改革法 Leasehold Reform Act 2022
《2022 年地租改革法》於 2022 年 6 月 30 日生效，（退休用途物業的地租改革法未定，但不會在 2023 年 4 月 1 日之前出現）。此改革法案將會是本世紀對房屋政策的重大改變，但現時僅適用於英格蘭和威爾斯的領土範圍內。
該法案生效後，每年的地租只能是象徵性收取，也不得合法收取或支付任何款項作為地租。此法案也同時禁止freehold的產權所有者在收取象徵性地租時，收取任何其他管理費用。
如果違反該法案而收取地租，將有可能會被處以最高 30,000 英鎊的罰款。
在該法案裡，只有以下情況可以例外：
- 社區主導型住房
- 某些金融產品
- 商業租用
