英國政府曾經承諾在英國蘭地區內，每年建設300,000的新建房屋。但上月新法規『Nutrient Neutrality』出現，令到沿河地區例如 Eden Valley 同 Norfolk Broads，將多達12萬套新屋工程需要停工，房屋發展的計劃將被拖垮。
自然保護區受污染
河水中營養受到污染，導致大量 algal blooms （藻華）出現，藻華會耗盡水中的氧氣，令河中的魚類死亡並破壞其他水中生物。Algal blooms （藻華）出現的主要原因是，河流和濕地中排入大量來自農業的養分和污水渠的排放物而形成，再加上新開發的道路、新屋建築工程的污染，令更多污水在下雨天時流入河水中，導致失衡狀態。
因此在2022年4月，英格蘭的42個市政府收到通知，必須確保新建房屋屬 『Nutrient Neutrality 營養中性』， 這表示不可以在河流集中區和保護區附近的建築工程中，使用有害的硝酸鹽或磷酸鹽。
這些受保護的地區和河流包括：
- Cumbria 的 Eden Valley
- Cornwall 的 River Camel
- Norfolk Broads
還有，一些靠近特殊保護區（SAC）等受重點保護的地點，規劃當局將不會允許任何新的房屋建設申請，直至開發商提出相關和具體的營養污染證明。
房屋建築商會警告
房屋建築商會估計這規例的出現，將會影響74個地區共多達12萬間新房屋被延期完成。現時單單只是Norwich，就已經有42,000間新屋被暫停而延期。他們警告，這規例可能會使發展商面臨每楝房屋高達£5000的損失，還有低價房屋和公屋亦會受影響而被推遲。
Somerset的一項研究顯示，來自城市環境的營養污染只佔4%，其實絕大部份的因素是源自農業和污渠的排放而造成的，理應針對農業和污渠的排放來解決問題，以緩解發展商的壓力，亦不會拖慢新房屋的發展計劃。
