最近BBC報導，根據英國皇家特許測量師學會（RICS）的市場調查顯示，由於銀行加息和生活開支成本問題使得很多房東都承受無比經濟壓力，有很多更表示有意退出租房市場，使得整個英國地產市場 ”烏云密布“。
正當整個英國地產市場趨向低迷的時候，保守黨議員Michael Gove在2023年5月17日向下議院提交了《租房者（改革）法案》，已經通過下議院二讀，按這裡查看更新。此舉是為了兌現政府向租房人士的承諾，提高業主質素和帶來更好的交易，如果這項法案通過：
- 提倡廢除『Section 21 無過錯驅逐令』
- 房東必須給予合理由才可向租客提出中斷合約。
- 英格蘭的房東將不能任意驅逐租客
- 合理理由包括：欠租、出售、房屋轉給親人居住
- 租客可獲在家中養寵物的合法權利
- 房東不可以再以養寵物作為驅趕理由。
- 房東可以向租客索取寵物保險金來彌補寵物所帶來的任何損失。
什麼是『Section 21無過錯驅逐令』？
『無過錯驅逐令』的官方名稱為1988年住房法第 21條。 這條法例允許私人房東在沒有提供任何合理理由的情況下驅逐短租租客回收物業。 因此也被稱為“無過錯驅逐令”。英國早在2019年就已經開始關於廢除第 21 條的諮詢。詳情可以看這裡。
