英國課外活動課堂是很流行的 – Breakfast club、afterschool club、activity Club，為職場父母提供一個場所來安頓小孩，放心工作，同時開啟發展小孩的潛在能力。
英國主流的 activity club，通常是足球、舞蹈表演、游泳、柔道，可供選擇的興趣班很少，加上投入行業的人不多，的確很有發展潛力的空間。假如你自問有多少天份，又很會跟小孩相處，的確可以考慮開班授課。而其實在英國開班搞Activity Club並非想像中那麼難，今篇文章就是想分享一下，如何在英國開設課外活動班？需要些什麼？
在英國辦 Activity Club
Ofsted機構
首先要了解你的興趣班有沒有註冊Ofsted的需要。Ofsted的全名是 the Office for Standards in Education, Children’s Services and Skills（教育、兒童服務和技能標準辦公室），主要監測提供教育服務給所有年齡段的學童的個人/機構，觀察他們是否依照規定來照料學童。因此學校、幼稚園，托兒所，甚至個人托兒服務，那些需要照料學童超過2小時的，都需要根據服務對象的年齡來註冊Ofsted。
哪麼Activity Club需要註冊Ofsted？
根據官方的註冊指南，開設Activity Club基本上是不用的，但前提是要乎合以下3大條件才可豁免，而無須註冊Ofsted：
- Club內提供不超過兩項以下列表中的活動
- 補習班 School study support or homework support
- 運動 Sport
- 表演 Performing arts
- 繪畫/手工藝班Arts and crafts
- 宗教、文化及外語 Religious, cultural or language study
- 學童在Club內的時間，不多於2小時（同一日內）
- 即使場所的開放時間超過2小時
- Club內的學童已超過8歲或以上
職員的比率 Staffing ratios
假設你的興趣班乎合以上條件而無須註冊Ofsted，在職員與學生的比率方面則沒有法定上的限制。但主辦人仍有責任聘請足夠的員工來確保課堂安全和順利地進行。還要滿足保險上的條款，一般保險內要求1:10 或 1:15（職員：學童），根據保險條款來安排人手，以免發生意外後，未能索取賠償。
證書資格 Qualifications
經營興趣班是無須特別出示的托兒、教學等的證書資格。然而，某類型的運動受特定的團體機構 或 政府機關的監管，這些機構或許要求教職員曾受特別培訓 或 持有相關的證書，才可以任教。
急救訓練 First Aids
法例上，沒有要求興趣班內配備合格的急救員，但建議為自己或員工報讀急救課程（可以到Google搜尋附近的First Aids course），這絕對是百利而無一害，能有效保障興趣班的進行。 這也許是保險條款的要求之一。
Safeguarding 培訓
Safeguarding在育兒行業中，非常看重的一環。不要看英國人文質彬彬又有禮貌，事實是存在著很多家暴、虐待等問題，而Safeguarding的主要目的是保護兒童，阻止家暴和身體以及精神上的虐待，防止對兒童的健康或發育造成傷害。因此入職教育行業的人，都必須定期完成 Safeguarding training，該項培訓能教曉你如何處理和應對出現問題的兒童，並再轉介至社工。
不過興趣班無須註冊Ofsted，所以法例上無須特別向職員提供該項培訓，但建議為自己報讀，了解更多。
保險 insurance
在英國做生意，購買保險是必須的。興趣班的主辦人必須對相關人士提供適當的保險，必須至少購買公共責任保險（Public liability insurance），其次為興趣班內工作的職員提供僱員責任保險（Employers Liability Insurance）。
查閱犯罪記錄 DBS checks
興趣班受歡迎時，自己沒有足夠的時間應付所有課堂，聘用外來老師授課才能有效的拓大興趣班的規模。這些老師都有機會與學童單獨相處，因此入職前理應為僱員做 DBS Check，而定期的DBS Check 更有效保障學童的安全。
**查閱員工的DBS，能得知員工過往有否任何相關的犯罪紀錄 或 被禁止從事相關行業（閱讀另一篇文章了解）。
建立個人的政策、程序和表格 Policies & paperworks
興趣班無須註冊Ofsted，因此在建立政策上無須跟隨Ofsted的要求和標準。但要成功營運一個機構，建立個人的政策和程序，能為各種問題的出現前做好準備，解決問題。
以下列出的範例可作參考：
- Safeguarding policy 保障兒童政策
- Uncollected child policy 未被接走的兒童政策
- Missing child policy 失踪兒童政策
- Administering medication policy 管理藥物政策
- Health and safety policy 健康和安全政策
- Fire safety policy 火警安全守則
再根據以上的需要來設定程序和所需的表格，預先提取所需的資料，以作緊急用途。
